Weekend Yields Two Arrests of Multiple OWI offenders

Early Sunday morning, an officer responded to a report of a red Pontiac pulled over near the one-way on North Prospect Street. The caller also reported the male driver being passed out behind the steering wheel.
Upon arrival, officers observed the vehicle with its running lights on and upon approach, the vehicle’s brake lights and reverse lights suddenly activated. 
According to officer notes, contact was made with the driver; John P. Bell, who then placed the vehicle in “Park”. The officer reported detecting the odor of intoxicants about Bell’s person as well as slurred speech. When questioned, Bell became evasive with his answers. During contact, Bell reportedly stepped out of the vehicle without being asked, and placed his hands behind his back, stating he had too much to drink.
The officer requested Bell to submit to field sobriety testing which he refused. Bell was subsequently taken into custody on a charge of 5th Offense-Operating a Motor Vehicle While Intoxicated and transported to Ministry-Good Samaritan Health Center for a blood draw.
Saturday night, an officer stopped a vehicle near the intersection of East Seventh and Poplar Streets, after learning the registered owner did not have a valid driver’s license. 
Upon contact with the driver;Darold Crass, the officer observed Crass’ nervous demeanor and the odor of intoxicants about his person. Crass was asked to submit to field sobriety testing which he did not pass in a satisfactory manner. As a result, Crass was taken into custody on a 3rd Offense charge of Operating While under the Influence-Drug Related. It was later discovered Crass had open bonds through Portage County for Operating After Revocation and 3rd Offense OWI with a “no drink” bond condition.
