State Constitutional Amendment on Voter ID heads to the ballot box

On Jan. 14, 2025, the State Assembly convened to approve Senate Joint Resolution (SJR) 2, which would enshrine the state’s photo ID law for voting into the Wisconsin State Constitution. Rep. Calvin Callahan (R-Tomahawk), who represents the 35th Assembly District, voted to support SJR 2.
“Election Integrity remains a priority of mine this session,” said Rep. Callahan. “Ensuring that each voter who comes to the polls is who they claim to be is a common-sense measure to secure our elections.”
The resolution already passed the State Senate on Jan. 8, 2025. Senator Mary Felzkowski (R-Irma), who represents the 12th Senate District, also voted in favor of the resolution.
The matter will now go to voters as a statewide referendum on April 1, 2025. The ballot question will ask:
“Photographic identification for voting. Shall section 1m of article III of the constitution be created to require that voters present valid photographic identification verifying their identity in order to vote in any election, subject to exception which may be established by law?”
Wisconsin law currently requires photo ID for voting, but adding this requirement to the constitution would make it more permanent. Changing or removing the requirement in the future would require another statewide referendum.
Rep. Callahan emphasized that approving the amendment would not eliminate current exceptions to voter ID requirements, nor would it prevent the legislature from creating additional exceptions in the future. Voters without valid ID on Election Day would still be allowed to cast provisional ballots, as they can under current law.
“Approving this amendment in our April 2025 Election will help to cement the security of our electoral process,” Callahan said.
It would ensure that voter ID laws remain in place unless voters choose to change them through another referendum, he said.
The amendment must now be approved by voters on the April 1, 2025, ballot to become part of the Wisconsin Constitution.
