Sex offender to be released to Lincoln County

In accordance with WI State Statute 301.45(2m), the Lincoln County Sheriff’s Office is releasing information on Thomas Burrows to the local media and community.

On July 7, 2018, Burrows will be released from prison. He will not be under supervision. He is not wanted by the police at this time.

Sex offenders have always lived in our communities; but is was not until the Wisconsin Sex Offender Registry and Community Notification Law was enacted that law enforcement was able to share this information with the community.

Burrows was convicted of Child Enticement in Lincoln County in January 1999. In that case, he sexually assaulted a 17-year-old female runaway.

He had four convictions in the State of California from 1963-1966 for Assault with Intent to Commit Rape, Rape by Force and Fear, Rape, and Rape with Force. In the California cases, information indicates one of the offenses involved Burrows sexually assaulting a 17-year-old female babysitter by force.

On July 7, Burrows will be released from prison and intends on living in Lincoln County. He will be subject to lifetime Global Positioning System (GPS) monitoring. Burrows will be required to register with the Wisconsin Sex Offender Registry Program for life. The WI Sex Offender Registry can be located at https://doc.wi.gov.
